CCT Applications - Automated Border Surveillance and Interdiction

The increased use of multiple data and information sources has led to the development of distributed surveillance systems in which multiple sensors, platforms, and information sources exchange information over one or more networks. The information is used to form a common picture of the volume or region of interest for the purposes of situational awareness.

Modern civilian and military surveillance systems are moving from single platform systems to distributed systems that use data and information from multiple platforms and sources. Such systems require networks to distribute the information, and more complex algorithms for processing the information available at each node in the network. The information processing algorithms must be able to register, correlate, associate and fuse information from a variety of diverse sources. Due to the intricate melding of different types of sensors, communications systems, signal processing algorithms, data fusion processes, manufacturers and end user applications, distributed multi-sensor surveillance systems are inherently complex and have a high level of risk associated with their acquisition. Hence a comprehensive architecture centric approach is needed. CCT's Command and Control Product Line provides a flexible and extensible open architecture framework that is well suited for the surveillance domain where sensors, automation, and human operators converge to protect our borders, ports, and coast lines.

For multisensor surveillance it is impossible for a single sensor to see all areas at once, or to visually track a moving target. Increasingly, multiple sensors are used to cooperatively monitor objects within an area. However, the situation awareness picture becomes fragmented without the benefit of data fusion and correlation to present a true picture from all information sources. Further, a single human operator cannot effectively monitor a large area by looking at numerous video monitors. That amount of sensory overload guarantees that information will be missed or ignored. The CCTK GIS Display Environment provides an off-the-shelf human interface that integrates a common frame of reference for understanding the true union of all sensory data in the context of geographic and spatial relationships.

The objective is a framework based on common components that can be tailored to meet unique system requirements. Built on the CCTK open architecture command and control middleware, the C3I Surveillance Toolkit provides data fusion combines data from a wide array of sensors into a single, unambiguous data set. The C3I Surveillance Toolkit provides the fusion capabilities necessary to integrate the complex common operating picture and track targets. It is also easily extended to integrate custom fusion algorithms or support 3rd party fusion engines such as the Non-Guasian Data Fusion System from Dave H. Wagner Associates, Inc..

With the availability of accurate situation understanding, the potential for automation of complex activities such as target prioritization, sensor tasking, and alert escalation become feasible and desirable. In addition, the combination of fusion/correlation and a distributed network architecture, sensory data has more forensic value because it is more accessible to border agents and analysts. In the objective network centric surveillance environment, Blue Force agents are integrated into the operational scene via GPS geolocators. They also have access to the real-time common operating picture, as well as alerts and interdication intelligence.
